The driver, a 19-year-old man from Ottawa, was charged with stunt driving, dangerous driving and obstructing police.
His licence has been suspended and the vehicle was towed and impounded, both for a period of seven days.
Two passengers, a 23 year old male from Ottawa and a 25-year-old female from Brossard, Quebec, were also arrested and charged with obstructing police.
Obstruction charges were laid as a result of the individuals refusing the exit the vehicle, even as it was being towed.
