A major commercial development is coming to the City of Pembroke. City council has entered into a purchase agreement with Robert Bimm to buy 2.98-acre section of land on the corner of International and Upper Valley drives, with frontage on Boundary Road. As part of the development, Bimm plans to build a 3-5,000 square foot restaurant, and a 10-12,000 square foot office space with two warehouses. The final phase will also see the construction of plaza with a mix of retail and office space. The building size would be determined by the remaining site area available.
Bimm has proposed completing Phase 1 (restaurant) within 3 years of the purchase of the property and complete Phase 2 (warehouse(s) and offices) within 5 years of the purchase of this property. Based on the City of Pembroke’s TransCan Corporate Park guidelines, the cost for the 2.98
parcel of land and Bimm’s offer is $35,760.00.
As part of the buy-back condition, staff was directed to have the reference plan show two parcels to address the phased development. Also there were to be two sets of construction timelines: one for phase one, and a second later timeline to cover the second phase. If construction has not begun by the first established timeline, then the City could purchase the entire property back with all legal fees being covered by Mr. Bimm.
According to the City of Pembroke’s TransCan Corporate Park guidelines, the property shall be sold at $12,000/acre. He would like to close the deal on January 12, 2023. In the TransCan Park guideline, there is a requirement to have 12% lot coverage by a building. This equates to 15,159 square feet on 2.98 acres. Mr. Bimm’s estimates of size range from 13,000-17,000 square feet, plus the unknown square footage of the plaza development.
